Industry
Effective July 1, 2026, the awarding agency must set SBE and MBE goals that reflect the percentage of available CT firms in the relevant industry and geographic market area. The relevant industry is determined by the 2-, 3-, 4-, or 6-digit North American Industry Classification System (NAICS) code that corresponds to the contracted work. Add more than one NAICS code to compute an unweighted average of the goals.

Geographic Market Area
The relevant area is typically statewide, but can be limited to the Council of Governments (COG) or COG + adjacent COGs in which the project is located.
